As a jazz journalist and writer, Steve began covering the music as a feature staff writer for the Rochester Democrat & Chronicle (Rochester, N.Y.) in 1976, beginning with a feature story and review on Phil Woods. Monroe went on to cover an all star list of performers during his stint as a feature writer, including Dizzy Gillespie, Billy Taylor, Earl "Fatha" Hines, Grant Green, Jean Luc Ponty, Marian McPartland, Ron Carter, Tony Williams, Bootsie Barnes, Weather Report, Dee Dee Bridgewater, Jimmy Heath, Sarah Vaughan, Carmen McRae, Joe Locke, Joe Romano, Kenny Burrell, Bill Evans, Gene Bertoncini, Elvin Jones and many others.
After relocating to his hometown of Washington, D.C. in the early 1980s. Monroe continued to cover jazz for many publications, including the Capital Spotlight, Metropolitangton Afro-American, Eagle News, Capital Community News and others, including features and reviews on Art Blakey and the Jazz Messengers, Wynton and Branford Marsalis, Roy Haynes, Dexter Gordon, James Moody, Clifford Jordan, Philly Joe Jones, Sonny Rollins

In 2004 Monroe began writing a monthly jazz column for Capital Community News, JazzAvenues, which served as a platform for his continued coverage of the music, including well known stars passing through town as well as Washington-based musicians and vocalists, promoters, producers and club owners and venue operators that make performances possible.
